Ignition: 8.0.16

Steps to re-create:

Vision window root container create custom property(Dataset)(Value,Label).  
Place dropdown on screen, bind data to custom dataset on root.  
Save project and open windowed.  
Verify dropdown values.  
Add rows to custom dataset in designer.  
Save  
Update project.  
Values are not present, unless you reload project.
