Is there any way to select a set of components and say 'make a template out of this'?

I guess it's 'make a new template, copy paste in components, go through and set parameter bindings'?

It's one of the dustiest corners of the software, but there's also the 'Custom Palette' feature:

Wow.. that is definitely something I have never heard of. I came very close to writing a module to build this in Perspective!

Out of curiousity, any idea why this wasn’t implemented in perspective (before I go through the effort), lack of use? Difficulty to scale? Difficult to maintain?

My module idea was essentially to enable a “client managed” series of component combinations that were not worth the overhead of an embedded view. Think “oh I often am putting XYZ custom props and styles on these buttons, it would be great to have an easy way to reuse them”, but maybe each button has unique scripts so they can’t be an embedded view (for example)

No idea; I wasn't (and still am not) part of the Perspective team so I couldn't say authoritatively.
