so Solidworks Edrawings has an export to HTML file option which lets me use the web dev module to show a CAD file in ignition , which is very cool to see , but i was curious if there is a way to tweak that html file with scripts from ignition somehow , such as being able to make a boolean tag change the color on one of the pieces of the machine in the html cad file

because that would make a hell of a digital twin

has anyone ever done anything like this or knows of any ways to go about it?

As long you known what exactly to change within the html file, yes. Haven't modified a html but another formats and it is possible, no tags needed.
