Is there a way to change the look and feel (style) of the popup title bar?

You must use the theme files or stylesheet.css resource (assuming you're using 8.1.22 or newer). There are no directly exposed appearance customizations.

In vision, icon swapping can be done through the module, but beyond that, almost all title bar customizations have to be done through the OS.
