We have the scale out architecture and the tag historian module is only on the tag gateway, and I am unable to create a remote history provider on the front end gateway.

Do I need the tag historian module on the vision / front end gateway in order to put historical trends on a window?

Yes, you need to install it. However, you do _not_ need to license it to connect to remote history providers.
