How we can scan a barcode from perspective application using Tablet / Mobile Device?

Just to confirm, are you using the perspective app(I don't think it works in perspective workstation yet)? Or a web browser? The below link discusses the limitations of the camera access. Otherwise, it might be an app permission on the device itself.

No, the barcode action may ONLY be called by devices using the mobile application. If you try to call the Scan Barcode Action from a browser, you’ll notice a warning in the console, that your Action was ignored. We can’t call that action from a browser, because not every workstation has a camera.
