You completely nerd-sniped me with this topic - I definitely shouldn’t have spent as much time on this as I did. But, this is actually possible with the existing reporting module. Looks like PGriffith found a method to have clickable links, but it only works on the first page of the report also I'm not sure how this would work with a dynamic table of contents in the way that he created this method.
