Copy that URL and see if you can download it in a web browser. I suspect you won't be able to. Either way, though, this is an IT problem, guaranteed.

To get an actual useful error message/stacktrace and see where the launch is failing. Redirect the command line output to a file and post it here if you're not sure what you're looking at.
