Is there any chance that whoever set up the ENBT in the beginning omitted the network gateway address? (Pointing back at the router for the subnet.) You can right-click on the ENBT in RSLinx and choose “Module Configuration” to inspect/fix.

@pturmel —we have a winner!!! Some are addressed for the gateway and some were not. 
once I added the 172.16.198.1 gateway to the ENBT’s that had it missing… bam!
…and I finally uploaded the EDS file to .108
