I am trying to add an alarm status table that I have existing act like a footer on all windows. I would think this is a no brainer, but...

South docked window, set to open on startup. Docked window is a window type option when you go to create a new window.

OK, I see I need to play with the size and location.
But what is the "Main Window bar and how do I get rid of it
