Alarm Active Delay settings not working as expected

System: Ignition 7.9.12
Configuring an alarm with the following settings:
Ack Mode: Manual
Mode: Equal
Setpoint: 1
Active Delay: 1800

The notes on Active Delay states “The time, in seconds, before the alarm will be considered truly active after the active condition becomes true.”

The system does wait 1800 seconds before generating a call-out (email or otherwise), but querying the alarm journal shows it is not obeying the time delay. As soon as the condition becomes true, an entry is being generated in the alarm journal, and is not obeying the active delay before doing so.
