Alarm does not become active with "Any Change" option

I have encountered an issue with an alarm with the above setpoint parameter and I want the alarm to reset every time the value changes so I tried setting the Any change property but when I do the alarm just never become active.

Here is the alarm setup currently :
Mode : Above Setpoint
Setpoint : 20,000
Inclusive : true
Any Change : true

As I mentioned the alarm never become active no matter the value I put in the tag and but it works fine when I set Any Change to false.

If someone as an idea of what may be causing the issue iā€™d be glad to hear it.
