Is this license required to send simple one-way alarm notifications by email?
Yes If you are planning on using the alarm notification pipelines to send emails.
However, depending on the number of alarms and how much of a custom solution you want to implement you could have a gateway scheduled event that sends emails by monitoring a set of tags for active alarms (would only try this if you are budget constrained and need notify on a few alarms).
