Alarm notification pipeline question

I'm troubleshooting an issue where some of our users claim they receive the SMS alarm notifications delayed ~15 min. When reading through the documentation of the notification block it says it messages each user on the Roster, delayed by the set point in the block.

So I'm wonder is there a functional difference between the two layouts below? Say I have 5 users on my Roster. Would they not both message all 5 users then if no one answers, send the second message to all 5 users again 5 min later and then a 3rd msg to all at the 10 min mark? Aside from the minor 5 sec between message delay within the block.

Roster: 5 users
Delay between messages: 5 seconds
Dropout: Acknowledged or Cleared
Consolidation: delay 15 sec 
Consolidation: frequency 60 sec until next message

If the notification blocks are the exact same, I would think there is no practical difference between the two. That would mean I assume all notification blocks are the same, but I can’t be sure they are all identical from these images.

I would however concider using a loop, as can be seen in the Inductive University video linked below. That way you only use 1 notification block, which improves readability and means you would only have to debug one block. I hope these videos give you some clues on solving your issue.
