How can I create a boolean tag with textual state names for alarming purposes? If this is not currently, would it be possible to add two fields to the boolean tag type to allow this?

You can just create an “analog” alert on the tag, instead of digital. Make one state from 0->0 Inclusive, and the other from 1->1 Inclusive. Each state can have its own name.
