It does behave the same as Vision, but it bases the final ordering and layout based on the order of the components selected. Based on your screenshot, I can tell you that you selected the LED Display component first (or you drag-selected from right to left).
To avoid the re-positioning, you need to modify the order in which you select the components. In your View, select the left-most Label first, then the central Label, and finally the LED Display.
