Auto log out after specified idle time in the designer

Is there a way to auto log out users after 1 hour of idle time in the designer?

I think they're asking for an idle time that would log out a Designer session; what you've shown is how to configure the Perspective session inactivity timeout (which happens to be done in the Designer).
