Border influence to window size

I searched and couldn't find an answer. Hopefully not a dumb question.....

When applying a border to a floating window, is the window size maintained and the border is within the perimeter boundary, or does the window size expand outward the width of the border?

The reason I ask Is I had a floating window inside a north and south docked window. Everything is developed to native resolution. I kept noticing on one window, a circle and rectangle that were aligned in designer, were ever so off in the client. By maybe a pixel. I realized that I had not set the border on that window to never. Once I changed it to never, the client view was perfectly aligned and matched my designer. So, apparently, Ignition was scaling the floating window every so slightly? I have all widget layouts to relative, maintain aspect unchecked.

The only time I usually use window borders is for popups, so never considered the effect on the overall size of a static window. I had assumed, maybe wrongly, that the size was the size, with the border included. But the above scenario seems to disprove this. Or is something else going on?

Shapes use floating points for their internal coordinates, so scaling can cause fractional outputs that lead to misalignments when the shapes are painted.
