[BUG-13530] Vision component property editor displays partial transparent tool tip

The property tooltips (haven’t checked anywhere else) display with a strange border that displays whatever is behind it. See examples below:

The property tooltips border does display a different looking border. Will write up an internal ticket for this issue.
