[BUG-1503] X-Y Bar Chart tooltips getting "stuck"

As shown below, I have an XY Bar Chart and sometimes when hovering over the bars, the tooltip will get “stuck”. In this case, I expect the left tooltip to be there since I’m hovered over that bar, but the right tooltip is “sticking”.

I have seen this issue too. It seems to consistently occur when the value shown in the tooltip changes while hovering.

This is a recurring issue in my project.

This appears to have been fixed as part of 8.1.8. It should be available in RC1 and as part of the 8.1.9 nightly builds.
