[Bug-16711] 8.0.14 Windows Installer wipes Service Config

Hi,

It seems the new installer for 8.0.14 recreates the Ignition service and loses the configuration that was there, such as startup type, and most importantly, the service account.

8.0.13 prior to upgrade:

The effect is that all Windows Authentication DB connections fail.

I suspect with the service was completely recreated in the new installer that has the option for rename.

If this cannot be avoided, an explicit warning might help avoid future issues.

What makes this bug particularly nasty, is that rolling back does not restore it.
