[BUG] Tooltips now have 0 initial delay in Designer and cover buttons

I'm trying to edit the binding of an alarm prop in a tag, but this tooltip shows immediately upon hovering over the value/binding link icon. It only affects values that are longer than can be displayed. I can very occasionally click the binding icon. I've tried not interacting with the dialogue at all for a bit too to "reset" the tooltip cooldown timer, but it still shows up immediately with no delay.
It does seem to show if I spam click the location of the binding icon maybe 20 35 times

You may try resizing the main panel to make enough space for you to click the binding edit button

These tooltips are really annoying. It can be a good quality of life if we can dismiss it just by clicking on it
