Can't resize progress bar in column container

I like the structure the column container offers but it seems it doesn’t play well with the progress bar in perspective. I cannot make the progress bar span more than 1 column. Is this intended functionality? My current work around is to add it to a coordinate container which allows for resize. If it’s supposed to be this way can some one please explain why?

Column view and progress bar

I’m not seeing the same problem in 8.1.16. Do the resize handles not appear or they don’t work?

Oh ok my workplace is on 8.0.12 so that must be the issue. I see the resize handles but they don’t really do anything. The photo below is as large as it will go.

I’m pretty sure this was fixed as part of the theming overhaul in 8.0.13.
