Component Equal Scaling using Handles

I am trying to make a 180 degree turn using two separate 90 degree turns. The template for these turns is setup as a 1:1 scale, making an equal sized box for the turn. But when I place these turns into a new view, they do not scale equally, even when their width and heights match.

Here you can see two separate 90 degree turns, that should form a 180 degree turn easily as they are exactly the same other than orientation.

However, you can see that both of these turns have different hitbox sizes even though their width and height are exactly the same. Is there a way to use the scaling handles to drag and equally scale a component down. (Usually this is done with Shift + mouse).
