What do I need to do to take a version 8.3.3 gateway project and put it on a 8.3.0 system?
A backup from 8.3.0.
Unless things have changed there is no supported way to go backwards.
You can try exporting individual resources and reimporting, but it is possible that it just won't work.

Does this mean gateway backup, or does this mean project?
The former will be harder, the latter slightly easier.
Neither is supported, to @bschroeder's point.
You can 'force' things, depending on the export you're actually working with, and it will either work or it won't.

I figure project. I would be shocked if the gateway could go back.
With all the improvements from 8.3.0 to 8.3.4 I'd be upgrading the 8.3.0 gateway.

I agree, but client not sure. I have not looked at 8.3.4 to see what changed.
