The option is disabled for some groups, but enabled for others. Under what circumstances does “Convert to Container” work?
Groups that contain only shapes, and no non-shape components are different than groups that contain non-shape components or a mix of shape and non-shape components.
Groups of only shapes cannot be converted into containers, because those groups support rotation, and normal containers do not.
