I activated an ignition license on a VM I had created, but needed to delete that VM for other reasons and create a new one. I don't now have access to that old VM. Is it possible for me to deactivate the license without access to the VM on which I activated it?
It's not possible any more, you'll have to give support a call next time you try to activate because you'll probably land in emergency activation mode.

That's good to know, though it isn't ideal -- wish there was some way given a license code to say 'deactivate all other instances of this license' (assuming they're online).
Yeah, that's the problem though, isn't it. If you just kept your gateway offline after activating but could still reset the grants on our side you'd get yourself unlimited (offline) gateways.
There is an alternate 8-digit activation key you can ask about that switches to a "leased" activation mode, where an internet connection is required to periodically check in. In this mode the mistake of not deactivating before destroying the VM would naturally correct itself after some time.
Oh, yeah, what i'm imagining is a 'attempt grant reset' that fails if the gateway is offline.
