It would be very useful to associate each deployment mode with a color and display it in the gateway page header, making it easier to avoid confusing one environment with another.

This sounds like a great idea! Something that can aid in easily determining what you're working on can be the difference between taking down production and not
That said, I would definitely be using the Development mode as production because I like the colour better...
I would think that something being in development or production doesn't mean it's good or bad. Customers would wonder why my header is red.
I didn’t say it had to be red or green — only that those colours could be specified. Keep it black in both enviroments if you prefer. Coloring enviroments is actually quite common in the SAP world.
