Docked Navigation bar go to the top of the screen?

Is it possible to have the navigation bar go to the top of the screen when a header is also present? If you look at the screenshot, it shows how the header takes priority over the navigation in the top left. Is it possible to reverse this without putting a fake spacer the same size of the navigation bar in the header? Thanks!
