Then perhaps something in your IT environment is preventing the outbound request from the Designer itself, and thus triggering the 403. Not much we can do about that. In either event, to get you moving forward, you can just use the manually downloaded file as a template to work off of.

i'm not in my office, neither use one of my company laptop, i'm using my own laptop and using it on my home wifi, there is no firewall.
It looks like this ultimately was caused by a change in our file hosting webserver configuration. We're going to push a fix tomorrow morning, which should seamlessly fix this for anyone experiencing problems with project templates.
Any other issues creating or launching projects should be independent posts or be taken up with our support department directly.
