FATAL - Unable to create client home directory

Fresh install of Ignition Version 7.5.6 on a customers virtual computer. Launching a client or Designer results in :

Error Launching

FATAL - unable to create client home directory.

( I can see Ignition security certificates in the Java Control Panel Console. The computer is logged in as Administrator )

Can someone point me in the right direction to resolve this problem.

The home directory is the user folder where Ignition stores its cache. There are likely permissions on the folder that will not allow Ignition to store the cache. The location where this is created on a Windows computer is
C:\Users\username
