With the new Time Series component, you can scroll a chart horizontally by clicking and dragging, but not by tapping and dragging using a touchscreen (or in my case, the Chrome touch simulation tool).

We have optimized the Chart Range Selector for mobile in the 8.0.6 nightly build that was uploaded today (10/9).
