Fot to use component File Explorer and PDF Viewer in Vision, Is it necessary reporting license or only base license of Ignition Platform???

Both the File Explorer and PDF viewer components should be included in Ignition without any other modules.
Nope. Both are added by the reporting module, and require a license for non-trial use:
