Hi, Can we import a gateway backup of rev 8.1.17 into 8.1.15 ? guess not

Nope. { Technically, you could edit the gwbk file to lie about its version and take your chances. Odds of success are low. }

Gateway backups are ZIP files. Use a zip tool and poke around at the contents.
