If this topic is really 16 year old and links don’t work, why is it #5 pinned entry on forums main page?
Likely because the sentiment still applies, regardless of whether the link was updated after the forum upgrade.
The simplest solution is probably correct - it was pinned in the old forum software, so it got pinned automatically in the migration. I don’t know how often people really look through pinned stuff in any event, so… 
Pinned changelogs are basically the only pinned thing I can think of with a lot of traction
