Getting Transition StampTime from Historian

I have a customer that is asking for the StampTimes of when a piece of equipment Starts/Stops. They currently have years of this Boolean data stored in Historian.

I am setting them us with a Transaction Group solution for future reporting needs, but does anyone have a good method of finding and reporting the transition times from the historical data of a boolean?

My toolkit's lag() and where() expression functions can be assembled to do that. From a tall output "as stored" binding dataset.
