I have developed a HighChart module for perspective, since Highchart is for personal use only unless you buy a license, can i share the module here?

I think you need a lawyer to definitively answer this. If use of your module bypasses HighChart's prompts to ensure non-commercial use, I wouldn't post it. If you are embedding HighChart's IP inside your module instead of side-loading via URL, it would almost certainly not be acceptable. (That's distribution.)

When converting a non-free licensed library into an Ignition module, who is responsible for acquiring the license ?

Could be either (I'm not going to read that license--get a lawyer), but is common for the developer to do so, and then charge a fee for their product in turn.
