I want to acquire a license, can I, as a person outside the company, acquire (pay for) a license without being certified but with the availability to pay for it?
I'm pretty sure IA will sell to pretty much anyone.

Yes, you can absolutely buy a license (assuming you aren't in a country that the US restricts software sales to). Like Phil said, call sales and they will be happy to take your money.
