How to get tags onto project without Designer

I need to get an updated tag file onto a client project however, the client OT network has security rules that wont allow for connection from my laptop but also does not allow any internal laptops to download the designer. Essentially, there is no access to the ignition designer on their network and I am forced to transfer project files to an internal laptop and import them on the gateway.

Is there a way to import the tag file onto the gateway similar to how the project files can be imported, without having to do a full restore of the gateway?

No. Tags can only be imported by a user from a designer.

However, project scripts can create tags in various ways. Perhaps in a project startup event, so it runs right after import. It will be ugly.

Your client should create rules that permit a designer to access that gateway.

I don't hate these rules, despite security and productivity always seem to be at odds. Their decisions make sense from a security standpoint. Though, there's an obvious loophole in being able access the gateway config webpage...consistency would be nice.

If the security team won't budge on permitting direct client access, see if they will permit (and maintain) a jump server, where Designer would be installed, and where all developers would need to remotely access in order to open Designer and perform work.

Tell your clients that the work cannot be done without some sort of security exception whether it be temporary or permanent. Their IT should have solutions for this in place already.
