How to have fixed axes on a bar chart in a report

I have a pareto graph in which I need the ‘y’ axis to be fixed at 24 and I don’t know how to do the script

Fixing it to 24 should be as simple as setting the y-axis value.range.max property to the value you do not want it to show above.
