How to notify by email of the alarm configured as "any change" type

There's a tag that I want to display alarm and notify by email whenever the value changes.

I can setup the alarm type "Any Change" to display this alarm on alarm banner, but because this alarm will never be active, which I cannot send alert email by using the the alarm active pipeline configuration.

Is there any way to send out email whenever this tag value changes?

You just need to configure the Active pipeline to be a pipeline that does not have Clear as a dropout condition.
