How to read the difference betwen the Timestamp of Last Stored Value and the System Time of Last Stored Value

For a given tag
How to read the difference betwen the Timestamp of Last Stored Value and the System Time of Last Stored Value
or at least the difference between them as this is what I am looking for.

(In my cases, I do not use history storage on the the PLC so all values recieved should be very close to the real server time.)
However, probably due to some TimeZone settings on some PLC's, I recieve timestamps with +2 +3 hours time differences.

So I need an easy way to check when something is wrong with this.

Or any way to check. I’m open for any option possible with 8.1. expressions, scripts, bindings, GatewayScripts, SQL scripts(PostGre), etc. To raise the flag (visualize) I’ll use Perspective
