Looking for ideas how to log track and manage Alarms that have been masked by any user. Any information that can get me started would be great!

I'm not sure what you mean by "masked" by any user, but the Alarm Journal Profile will allow alarm event data to be logged to a database. If this isn't what you're looking for, would you mind explaining in more detail what you are trying to track?
