Can we add a user in the Identity Provider whose type is OpenID Connect 1.0 using script or external API
You'll have to look at OpenID documentation. Identity provider standards only cover using identity information in an application like Ignition. Manipulating identity information is a back-end task that is not standardized. There may be APIs that you can script from Ignition, but there's nothing built-in.
