No, this isn't configurable, and appears to have been intentional.
I can't understand this design. After all, in most development scenarios, it's impossible to have the actual equipment.

Offline / simulation mode is something we're missing, either at the platform/tag level or at the OPC server level. It seems to be more of an impediment for some industries than others, which I suppose is part of the reason why we've managed to go this long without a solution.
I don't have any kind of timeline or roadmap I can offer but if it's any solace it's at least something we're aware of and thinking about for the future.
This issue has further implications, which I have already encountered.
For example, when the 61850 SERVER changes its IP, the generated REPORT will automatically update.
This has caused problems in my completed projects. Upon inspection, I found that the originally configured IP is no longer associated with the original IED device.
