In Ignition Cloud Edition FAQs there is a item saying this.
Cloud Edition for AWS is not available in Algeria, Argentina, China, Colombia, Ecuador, Egypt, Guatemala, Honduras, Indonesia, Morocco, Poland, Sri Lanka, Thailand, or in embargoed or sanctioned countries.
Does it mean that the instances would not be created in those countries or that I will not be able to access the VPC while in those countries. Maybe neither of those?
Is there a chance to use VPN to create/access the VPC?
I imagine that this means that those countries have laws that prohibit some aspect of the software. ...probably not so much that the software won't physically work in those countries

The list of countries on the site is not consistent from the .pdf
So, is it available on Ecuador or not?
It looks like your first screenshot is for AWS, and your second screenshot is from the Azure PDF, though. So perhaps not available in Ecuador on AWS, but available in Ecuador on Azure.

Yes I think that should be fine, at least from a technical perspective. Check with a sales person to be sure.
