Does anyone know if Ignition can use a Socks5 proxy for accessing the internet, and specifically for renewing\license management? This will be running on Windows.

You can do an offline activation:

Unless you're using leased licensing, but that's not the default, so you're probably fine with the standard offline activation flow.
