Import tags from JSON: Tag errors occurred

I am trying to import tags from a JSON file. I am getting the following error: any help?

"Tag errors occurred during tag import. Error_Exception("Error importing tags: Cannot coerce value '{"xml-format-version":1,"lastModificationSignature":"4228392.......(many numbers/letters follow)"

What version did you export from, and what version are you importing to? Also, are these Vision client tags?
