I currently have a project that is preparing to use Ignition SCADA and will utilize the 61850 and DNP3 communication functionalities.
I would like to ask if it has passed the relevant certifications, such as UCA, KEMA, or IEEE.

No, neither of the drivers have been formally submitted or undergone conformance testing. Ignition drivers are all basically part of a <protocol>
to OPC UA conversion gateway and most conformance testing processes aren't really prepared to handle this kind of product.
The 61850 driver uses an SDK from Triangle Microworks and the DNP3 driver uses an SDK from Step Function I/O. Both of these libraries should be conformant, but again, that's not what these conformance testing processes are set up to verify.
