for two separate projects (that are not in the same gateway), I have received like 99% specification of a page that I already have in another perspective project, is it possible to copy paste this perspective page to the new project through the designer?

Copy and paste should work from one designer open to another. You need to have both designers open though.
Another possibility is to export the view and import it in the other project.

When I copy paste Ignition tells me:
The contents in the clipboard cannot be pasted here.

Where in the Project Browser are you trying to paste it? Which tree item has the focus when you get that error.
Just copy/paste the views as JSON.
